BRC Brian Coming to Flagstaff

Saturday, September 11th Brian Hawthorne will be coming
down to Flagstaff  from Idaho to speak about the latest
happenings concerning the USFS TMR.

Location: Northland Motorsports (next to the Flagstaff Mall)

Time: 5:00PM

Who’s invited? Everyone

Joe Hengeveld and the good folks at Northland will be donning
their chef’s bonnets and grilling gourmet burgers and tube
steaks starting earlier in the afternoon (I’ll post “chow time”
when Joe let’s me know).

Additionally, ALL are invited to the annual “Pedals verses
Pistons” (PvP) trail day which will start at 8:30AM - 1:00PM.

If you’re not familier with the PvP trail day, we (Coconino Trail
Riders and noble friends) build  NEW MOTORIZED trail along
the good folks of Flagstaff Biking, after which we woof down
mass quantities of hot/fresh Fratelli’s Pizza and consume
appropriate beverages.

In the past, we’ve had superb support from our AMRA brethren
(and sisteren ?), so we’re hoping all will join us again this year.

National Trails Day

Ok it’s that time again, to roll up our sleeves and hit the trails. National Trails Day has long been a way for the CTR to show our “Good Neighbor” attidude.  This year we will be working on Non-Motorized Trail at Schultz Tank, near Elden Springs (556) and Schultz Pass (420). CTR ACTION ALERT

(Your Action Required by May 17th, 2010)

 

SITUATION:

The Coconino National Forest is seeking comments on their Travel Management Draft Environmental Impact Statement (DEIS). The Forest Service (FS) is asking for your input during a 60-day public review and comment period, which will end on May 17, 2010. The DEIS, maps and other information is available http://www.fs.fed.us/r3/coconino/projects/tmr/proposed-action.shtml

 

The CNF his home to just under 200 miles of epic single track and ATV trails. Sadly, the agency is planning to close all but 25 miles.

 

WHAT YOU NEED TO DO

Please send a quick email to the Coconino. Use the comment suggestion below. Cut and paste is okay, but try to add a bit of personal information.

COMMENT SUGGESTION:

 

Note that Secret Trail is not included as “Motorized Trail – Single-track” on the Coconino National Forest Travel Management Rule Proposed Action June 2007, Map 1 (http://www.fs.fed.us/r3/coconino/projects/tmr/tmr-graphics/pa-and-maps/pa-map-1.jpg).

 

My family and I use off-highway vehicles (OHV) for access and recreation on National Forests and other public lands. OHV recreation is a legitimate use of National Forests and is highly valued by a significant percentage of the public. I am outraged that you have stubbornly refused to even consider more than 25 miles of motorized trails in your travel plan.

 

The key flaw in the planning effort was that the agency chose to “focus on changes to the existing transportation system” (DEIS page 5). This means you will only consider making changes to routes that are “classified,” or can otherwise be defined as part of the “existing transportation system.”

 

On page 4 of the DEIS, you admit that there many other motorized routes being used by Forest visitors. “There are 124 miles of motorized trail on the CNF, only 25 of which are part of the system. The remaining 99 miles are unauthorized, and there are additional unauthorized trails of unknown total mileage that have not been inventoried.” These trails are currently legal for use today and many of them have been identified by the Coconino Trail Riders, a key stakeholder group, as highly valued by Forest visitors. Many of these trails would make logical additions to the classified trail system. But because they do not meet your bureaucratically constructed definition of the “existing transportation system,” these trails cannot even be considered in your planning process.

 

Limiting the process to the existing “system” might seem logical given the relatively large number of roads existing on the ground and the limited resources available to conduct planning. But roads are not trails, and they cannot provide the same recreational opportunities. OHV users pointed this out in earlier comments. By stubbornly refusing to find a way to consider the other existing trails you have limited the amount of motorized trails across all Alternatives to an arbitrary and capricious 25 miles. Doing so has resulted in a situation where all of your Alternatives fail to meet the purpose and need of your travel planning project.

 

On page 3 of your DEIS you appear to acknowledge this key flaw: “Following the implementation of TMR, the forest will be undertaking a forest wide motorized trail planning effort to evaluate additional opportunities for designation of trails for motorized travel. Further analysis of such trails will include public involvement under NEPA, thereby allowing further input and a more focused proposal for motorized trails on the CNF.”

 

While I appreciate you acknowledging a forest wide planning effort evaluating additional motorized trails is needed, simply stating such in the DEIS is not sufficient. I request that your Final EIS and your Record of Decision more clearly state the need for additional trails and provide clear direction for timely planning efforts that will meet that need in the foreseeable future. Also, such planning does not need to be undertaken at a “forest wide” level, and your Final EIS and Record of Decision should allow District level planning to occur. I also request that the Final EIS and Record of Decision postpone the closure of any of the 124 miles of existing trails until future planning efforts bring new trails on to the system.

Help Save the Trails in Flagstaff, Arizona

Well, it’s been 4 years since the USFS released the “TravelManagement Rule” (TMR), the document that mandates that all of the National Forests (NF) form, adopt and implement a plan which, for the most part, will effectively ban motorized “cross country travel” on the NF’s.

Motorized travel will be restricted to “Designated Routes”
(DR) which can be roads of various classifications,
trails of various classifications, or “areas” which can be open
to cross country travel (the Cinder Hills north of Flagstaff
will be designated as an “area”).
 
As many of you know, there are some awesome singletrack
(ST) trails throughout the Coconino National Forest (CNF).
Our local motorcycle club, the Coconino Trail Riders (CTR)
have been trying to get these trails “designated” with the
CNF for years, many years before the TMR was released.
 
These ST trails have a lot of history, many of the trails have
been used by dirtbikers for over thirty years. Some trails
were used back in the 1960’s which make them over 40
years old. I first rode some of the ST trails back in 1977 and
have ridden them regularly since.
 
In 1981 and 1983 there were Enduro races held which used
some of the trails we’re now trying save.
 
If you visit CTR’s website,  http://www.coconinotrailriders.org/  , you’ll find maps that
show many of the trails and some of the letters and
proposals that CTR and it’s members have submitted to the
USFS/CNF.
 
Here’s the “situation”. We, CTR, have been working with
various CNF employees for several years now to come up
with a “plan” for motorized recreation on the CNF.
Unfortunately, the “team” that has been assigned the task of
road/trail/area designation under the TMR has focused their
time and resources primarily on roads and have largely
ignored motorized, recreational trails, claiming that they “do
not have the time or resources” to evaluate the ST trails for
inclusion as DR’s under the TMR.
 
A few years ago, I contacted Brian Hawthorne of the Blue
Ribbon Coalition (BRC) to find out if and what we, CTR, were
doing everything possible to either convince the CNF to
include the ST trails in the TMR, or, to help us “posture” our
position for future legal action, if necessary. Since that
initial conversation, Brian has came down from Idaho on
several occasions to attend meetings with me between the
USFS and CTR, as well as attend several of our “Trail Days”
where we build new ST trail….. yes, you read correctly, we,
CTR, build NEW ST trails with the CNF Recreation Staff.
 
These NEW ST trails will be included in the TMR as
motorized DR’s, but they only consist of less than 30 miles
of trail. The remaining hundreds of miles of ST trails are at
risk of being closed “de facto” due to the CNF’s elimination
of “cross country travel” and they’re not being recognized as
Designated Routes.
 
While we are still meeting with the USFS attempting to get
the ST trails either included in the TMR, or under other
methods. The possibility that we will need to seek a “legal”
remedy, seems likely. That means using BRC’s legal team to
first file an appeal with the Regional Forester of USFS
Region 3 in Albuquerque, and possibly pursue litigation in
US Federal Court.
 
While using BRC’s “legal eagles” is the most cost effective,
they don’t work for free. Last year, CTR started a “Legal
Fund”, per the recommendation of the BRC.
 
We call CTR’s Legal Fund, our “War Chest”….. funds that we
use to fight trail closures. We need to amass these funds
BEFORE they are needed as the filing of appeals and motions
usually need to happen very quickly and the legal folks need
to be paid in a timely manner so that we do not cause any
unnecessary financial burden on the BRC’s coffers.

With absolutely no disrespect intended to the other groups (we
greatly appreciate EVERYONE who attended), it should be
obvious which group of forest users truly care about the
forest(s) and protecting the resources of the forest.

Once again, MANY THANKS to the awesome members of
ARIZONA TRAIL RIDERS, ROCKSTARS, and TRAIL RIDERS OF
SOUTHERN ARIZONA who attended, as well as any other
folks who made the trip “up the hill”

September 5th ‘ 2009

New Staging area.

Starting at 8:00AM, there will be a “gathering” at Snowbowl Road and FS Road 522 (Friedlien Prarie Road) for those who may have very low clearance vehicles (”normal” cars will be okay).

Take Highway 180 north to Milepost 222.99 (MP 223 is immediately after Snowbowl Road) and turn right on Snowbowl Road.

Go 2.3 miles to FS Road 522…. turn right.

Go 1.8 miles to graded cinder road on right which goes to campsites 8 and 9.

Go .9 mile to Huge boulder on left.

Walk/hike 100 yards +- to NEW MOTORIZED TRAIL project.
